The absurdity of bureaucracy offers a humorous ethnographic account of policy implementation set in contemporary Danish bureaucracy. Taking the reader deep into the hallways of governmental administration and municipal caseworkers' offices, the book sets out to explore what characterizes policy implementation as a mode of human agency. Using the notions of absurdity and sense-making as lenses through which to explore the dynamic relationship between a policy and its effects, the book reclaims 'implementation studies' for the qualitative sciences and emphasizes the existential dilemma that any policymaker and implementer must confront. Following step-by-step the planning and implementation of the randomized controlled trial, Active - Back Sooner, the book sets out to show that 'going wrong' is not a question of implementation failure but is in fact the only way in which implementation may happen.
Genetics has transformed plant pathology on two occasions: first when Mendelian genetics enabled the discovery that disease resistance was a heritable trait in plants, and secondly when Flor proposed the “gene-for-gene” hypothesis to explain his observations of plant-parasite interactions, based on his work on flax rust in North Dakota starting in the 1930s. Our knowledge of the genetics of disease resistance and host-pathogen coevolution is now entering a new phase as a result of the cloning of the first resistance genes. This book provides a broad review of recent developments in this important and expanding subject. Both agricultural and natural host-pathogen situations are addressed. While most of the book focuses on plant pathology, in the usual sense of the term embracing fungal, bacterial and viral pathogens, there is also consideration of parasitic plants and a chapter demonstrating lessons to be learnt from the mammalian immune system. Three overall themes are addressed: genetic analyses and utilization of resistance; population genetics; and cell biology and molecular genetics. Chapters are based on papers presented at the British Society for Plant Pathology Presidential meeting held in December 1995, but all have been revised and updated to mid-1996. This report reviews the energy and protein requirement systems for dairy cows currently used in Britain and presents a new approach, along with the outline of a model for its implementation. Current systems give little consideration to the responses of the animal to changes in the nutrient supply, or to interactions between dietary constituents in their effects on digestion and metabolism. Neither do they predict any effect on the partition of nutrient use between milk and body, or changes in the yields of milk fat, protein and lactose, which determine the commercial value of the milk. Therefore the systems, although not inaccurate, lack relevance to the current needs of UK milk producers. Models which embody concepts of nutrient supply and utilization are reviewed and their development as viable alternatives is considered. It is concluded that a new diet formulation system for dairy cows should aim to predict voluntary feed intake, the partition of nutrient use between milk production and tissue deposition, and the short and long-term of effects of nutrition on fat, protein and lactose yields. The physical and biological characteristics of the cow must also be recognized and incorporated into any model for response prediction. The report is also published in Nutrition Abstracts and Reviews - Series B: Livestock Feeds and Feeding. It is an authoritative review for advanced students, research workers and advisors in animal nutrition and in dairy science and technology.
