View Rights PortalThe first comprehensive account of the public and cultural diplomacy campaigns carried out by the US in Yugoslavia during the height of the Cold War, this book examines the political role of culture in US-Yugoslav bilateral relations and the fluid links between information and propaganda. Tito allowed the US Information Agency and the State Department's cultural programmes to enter Yugoslavia, liberated from Soviet control. The exchange of intellectual and political personnel helped foster the US-Yugoslav relationship, yet it posed severe ideological challenges for both sides. By providing new insights into porous borders between freedom and coercion in Tito's regime, this book shows how public diplomacy acted as an external input for Yugoslav liberalisation and dissident movements. Using extensive archival research and interviews, Konta analyses the links between information and propaganda, and the unintended effects of propaganda beyond the control of producers and receivers.
The author of the book served 10 years in prison in a concentration camp and was in exile in Brezhnev times for participating in the Ukrainian Helsinki Human Rights Group (UHG). It was the first legal, not underground, group of the Resistance Movement, which, acting for a long time, revealed to the whole world the situation with the human rights in Ukraine under the Soviet rule. Born in Galicia after the World War 2 and brought up in a Soviet school, the author shows in his memoirs the role of the Galician family in shaping the position of resistance to the totalitarian regime. He tells vigorously, interestingly and frankly about life in Kiev under the Soviets in the era of the Helsinki movement, about the activities of the UHG and its members, about unjust arrests, and Soviet crooked justice. He recounts in detail the life of political prisoners in a concentration camp, describes the circumstances of his exile in Kazakhstan. He pays great attention to the spiritual growth of a person, shares his reflections on dissidence and the nature of totalitarianism. And conclusively, he condemns the communist system.

It raises fresh perspectives on the more established political marketing practices in the UK and US, such as how to incorporate political leadership within the market-oriented framework and the democratic implications when faced with the actually business of governing. This book also highlights how the market-oriented party approach has spread around the world, including Europe and the new democracies of Brazil and Peru. The chapters, in demonstrating this convergence in practices, also question whether this strategy is appropriate for political systems based on proportional representation and coalition governments such as those in Austria, Germany, New Zealand, Canada, and devolved systems in Northern Ireland and Scotland. The collection also introduces the debate on whether such practices enhance or undermine democracy, raising important questions on the future of political marketing. This book addresses the question of political legitimacy in the European Union from the much neglected angle of political responsibility. It develops an original communitarian approach to legitimacy based on Alasdair MacIntyre's ethics of virtues and practices, that can be contrasted with prevalent liberal-egalitarian and neo-republican approaches. Tsakatika argues that a 'responsibility deficit', quite distinct from the often discussed 'democratic deficit', can be diagnosed in the European Union. This is documented in chapters that provide in-depth analysis of accountability, transparency and the difficulties associated with identifying responsibility in European governance. Closing this gap requires going beyond institutional engineering. It calls for gradual convergence towards certain core social and political practices and for the flourishing of the virtues of political responsibility in Europe's nascent political community. Throughout the book, normative political theory is brought to bear on concrete dilemmas of institutional choice faced by the EU during the recent constitutional debates.
