The German Cultural Forum for Central and Eastern Europe publishes richly illustrated non-fiction books about the cultural history of those areas of Central and Eastern Europe where Germans used to, or still do live. The carefully edited titles with elaborated appendices are written by well-known experts who are able to present information about Central and Eastern Europe in an attractive way by cultural travel guides or historical overview books. This volume foregrounds racial difference as a key to an alternative history of the Central and Eastern European region, which revolves around the role of whiteness as the unacknowledged foundation of semi-peripheral nation-states and national identities, and of the region's current status as a global stronghold of unapologetic white, Christian nationalisms. Contributions address the pivotal role of whiteness in international diplomacy, geographical exploration, media cultures, music, intellectual discourses, academic theories, everyday language and banal nationalism's many avenues of expressions. The book offers new paradigms for understanding the relationships among racial capitalism, populism, economic peripherality and race.
This volume is timely in that it explores key issues which are currently at the forefront of the EU's relations with its eastern neighbours. It considers the impact of a more assertive Russia, the significance of Turkey, the limitations of the Eastern Partnership with Belarus and Moldova, the position of a Ukraine in crisis and pulled between Russia and the EU, security and democracy in the South Caucasus. It looks at the contested nature of European identity in areas such as the Balkans. In addition it looks at ways in which the EU's interests and values can be tested in sectors such as trade and migration. The problems caused by the proposed enlargement of the EU to include the associated Central and Eastern European countries (CEEC) are discussed. The two main agricultural issues raised by this are the relative competitiveness of CEEC agriculture and its potential to cause difficulties for the Common Agricultural Policy. In most countries of the Former Soviet Union (FSU) and Central and Eastern Europe (CEE), cereals production constitutes a major proportion of agricultural sector output, and expenditure on cereals products represents a significant component of total household expenditure. Perhaps for these very reasons, cereals sector reform in many countries has tended to lag behind that of other sectors within agriculture, and of the liberalisation process in general. This lack of reform has prevented the countries of the region from realising the full productive potential of their cereals industries and threatens to undermine food security.This book is based on a workshop on cereals sector reform and food security in the Newly Independent States (NIS) and CEE, held in Kiev, Ukraine, in December 1995. It addresses the general issues involved in the reform process and also considers the progress made, and constraints encountered, in specific countries in the region. Earlier chapters consider general features of the reforms, and the later chapters are concerned with country-specific issues. The workshop was held as part of a broader initiative by ICERC to create a framework for cooperation on the critical issues of economic transition in this region: to revitalise trade, to stimulate investment, to increase food production, to develop and conserve resources, and to take effective action on environmental problems.

Engendering whiteness represents a comparative analysis of the complex interweaving of race, gender, social class and sexuality in defining the contours of white women's lives in Barbados and North Carolina during the era of slavery. Despite their gendered subordination, their social location within the dominant white group afforded all white women a range of privileges. Hence, their whiteness, as much as their gender, shaped these women's social identities and material realities. Crucially, as the biological reproducers of whiteness, and hence the symbolic and literal embodiment and bearers of the state of freedom, they were critical to the maintenance and reproduction of the cultural boundaries of 'whiteness', and consequently the subjects of patriarchal measures to limit and control their social and sexual freedoms. Engendering whiteness draws on a wide variety of sources including property deeds, wills, court transcripts, and interrogates the ways in which white women could be simultaneously socially positioned within plantation societies as both agents and as victims. It also reveals the strategies deployed by elite and poor white women in these societies to resist their gendered subordination, to challenge the ideological and social constraints that sought to restrict their lives to the private domestic sphere, to protect the limited rights afforded to them, to secure independent livelihoods, and to create meaningful existences. A fascinating study that with be welcomed by historians of imperialism as well as scholars of gender history and women's studies.
