In recent years landscape and wildlife conservation has attracted increased attention from environmentalists and policy-makers. There have been policies within the European Union aimed at conserving wildlife and landscape in Europe for more than a decade and appraisal of these policies is opportune. A workshop was therefore held at the University of Hohenheim in September 1996 to examine critical issues associated with these policies. This workshop was one of a series, each focusing on a key theme as part of the EU Concerted Action, “Policy measures to control environmental impacts from agriculture”. This book presents a selection of revised papers from this workshop. The overall perspective is an economic one, with several chapters reviewing analytical methods, economic valuation of the benefits of agricultural landscapes and the costs and benefits of wildlife conservation. These are set in the context of the Common Agricultural Policy and environmental policies in the EU. The book represents important reading for agricultural and environmental economists, as well as those concerned with ecology and conservation.
Martin Walser wurde am 24. März 1927 in Wasserburg am Bodensee geboren. Nach seinem Arbeitsdienst erlebte er das Ende des Zweiten Weltkrieges von 1944 bis 1945 als Soldat der Wehrmacht. Nach Kriegsende machte er 1946 in Lindau am Bodensee-Gymnasium das Abitur und studierte an den Universitäten Regensburg und Tübingen Literaturwissenschaft, Geschichte und Philosophie. Mit einer Dissertation zu Franz Kafka wurde er 1951 in Tübingen promoviert. Von 1949 bis 57 arbeitete er beim Süddeutschen Rundfunk. In dieser Zeit unternahm er Reisen für Funk und Fernsehen nach Italien, Frankreich, England, CSSR und Polen und schrieb erste Hörspiele.1950 heiratete er Katharina Neuner-Jehle. Aus dieser Ehe gingen die Töchter Franziska, Alissa, Johanna und Theresia hervor. Seit 1953 wurde Walser regelmäßig zu den Tagungen der Gruppe 47 eingeladen, die ihn 1955 für die Erzählung Templones Ende auszeichnete. Sein erster Roman Ehen in Philippsburg erschien 1957 und wurde ein großer Erfolg. Walser lebte von da an mit seiner Familie als freier Schriftsteller erst in Friedrichshafen und dann in Nußdorf am Bodensee.

During the last decade European agriculture has been dominated by the issues of overproduction and environmental degradation. Against this background a number of proposals to reduce surpluses and protect the environment have been implemented. Among these was the introduction in the UK of environmentally sensitive areas (ESAs) as described in the UK Agriculture Act of 1986 implementing part of an EC regulation on Improving the Efficiency of Agricultural Structures. ESAs have been set up in areas of the country where wildlife, landscape and recreation are threatened by agricultural change. Farmers, joining on a voluntary basis, are paid to continue farming in an environmentally friendly, traditional manner which is typically extensive and livestock-based. By 1994 the total area covered will be approaching three million hectares. This book provides a review and an economic and policy assessment of the first and second rounds of designated ESAs, five years after their inception. Seven chapters examine particular case studies, covering a range of agricultural ecosystems from England, Wales, Scotland and Northern Ireland. Other chapters describe the background to the setting up of ESAs, how the benefits of the policy can be measured and how it compares with alternative policy options. ESA schemes are now being initiated in France and Denmark. The book addresses a topical issue and is aimed at a wide range of readers concerned with agricultural and environmental economics, policy and management.

As part of the reform of its Common Agricultural Policy (CAP), in 1992 the European Community adopted a regulation of Accompanying Measures aimed at supporting farmers in conserving the European environment. This book explores the implementation of the Regulation throughout Europe and examines its genesis, delivery and prospects. Individual chapters explore the politics of the regulation and the ecological resources on which it has to work. Eight further chapters examine its implementation in individual member states, highlighting the remarkable diversity both of the ecosystems being conserved and the ways in which the regulation is being implemented. The volume concludes with two speculative chapters, one on the extent and measurement of potential economic benefits from these measures and another offering some broad conclusions on the potential impact of the regulation and its possible evolution. The volume is multidisciplinary, including political scientists, economists, sociologists, geographers and civil servants amongst its authors. The area covered by its country chapters amounts to more than eighty per cent of the European Union of fifteen states.
