Author Biography
Thomas Glyn Watkin was, prior to his retirement, First Legislative Counsel to the Welsh Government, and formerly a Professor of Law at Cardiff and Bangor Law Schools. Daniel Greenberg is Counsel for Domestic Legislation, House of Commons, and has worked extensively with the National Assembly for Wales on legislative scrutiny.
