British government film units, 1928–52

In the years after the First World War the British government had to adapt its communication policy to connect with the new mass electorate. This book examines the government's own Film Units and their slow development of the Public Information Film. By reviewing the entire film catalogue produced by the Empire Marketing Board, the General Post Office and Crown Film Units, particular themes are identified which not only reflect the demands of the Units' sponsors but also the anxieties and concerns of the 1930s and 1940s. The impact of the films is explored through the contemporary reaction of the audiences to them. By the time the Crown Film Unit was closed in 1952 a style of Public Information Film had been developed and continued into the 1970s.

Governance is among the most used of new ideas in the social sciences, most notably in the fields of political science, public administration, sociology, social and political theory. As ever, debates within disciplines rarely transcend disciplinary boundaries. This volume, newly available in paperback, brings together authors from these fields to elaborate on the development of governance analysis in new conceptions of political and democratic communication. It not only seeks to identify, describe and evaluate the contribution of each discipline to a theory of communicative governance, but also lays the foundation of a multidisciplinary framework for studying the mediation in communicative governance of societal concerns for effectiveness, order and participation. The book is theoretical and comparative, drawing on authors and research in Britain, Denmark, France, Germany, the Netherlands and the US. It adopts an anti-foundational approach to deconstruct the essentialist discourses endemic in each discipline and the disciplinary traditions of each country. Notions such as steering and control in public administration, identities and domination in sociology, and the community and self in social and political theory are analysed in depth. Local government today provides a comprehensive analysis of the structure, finance, management and democratic framework for local government in Britain. This new edition has been substantially rewritten to encompass the many changes to the structure and function of the system since 2000, including developments flowing from the 2007 Local Government Act. The study discusses how, during the Blair years, local governments came to be seen once again as centrally important institutions within Britain's political system. However, they are not seen as organisations that can function as separate agencies, undertaking all their duties 'in-house'. They are now required to work in partnership with the private, public and voluntary sectors to deliver local services and represent local interests. It is further argued that, for the first time in over a century, the barriers between civil servants and senior local government officers are being eroded as central government begins to incorporate leading local government officials into its decision-making processes. It discusses in depth the activists' critical engagement with welfare-state paternalism, neoliberal marketisation, and familialism. This helps develop a pioneering comparison between various welfare regimes grounded in Independent Living advocacy. The book draws on the activism of disabled people from the European Network on Independent Living (ENIL) by developing case studies of the ENIL's campaigning for deinstitutionalisation and personal assistance. This book offers the first account of what the First Minister, Peter Robinson, describes as the most settled period of devolution in Northern Ireland for almost forty years. It traces the tortuous path to devolved government, the political instability which constantly threatened the institutions, and since May 2007 the bedding down of devolution and its impact so far on the people of Northern Ireland. The book parallels accounts of devolved government in Scotland and Wales. For years Northern Ireland has been the subject of academic enquiry relating to political, constitutional and security issues. Now as a post-conflict society political parties which for years engaged in the politics of antagonism must now redirect their efforts to delivering public policies that will improve the quality of people's daily lives. This has not come easily to them. This book is therefore the first study which looks at devolved power sharing governance arrangements in Northern Ireland and a sequel to Derek Birrell's book Direct Rule and the Governance of Northern Ireland.
