In the face of the challenge posed by the reception of hundreds of thousands of refugees from the Islamic world and the handling of current migration movements, the disturbed European self-image, the European identity crisis, is becoming more and more alarming. Which values, which citizen identity, which identification does Europe offer to refugees who not only have to cope with their material and human misery, but who at the same time bring a neo-absolutist worldview of pre-modern ethnic-religious character to Europe? Bassam Tibi diagnoses the supremacy of a narrative that no longer distinguishes between tolerance and self-denial for reasons of cultural relativism and relativism of values. He sets up a reflection on and an advocacy for what makes Europe civilizational: a European culture, which is based on reason and enlightenment and which derives from them, with an explicit universal claim, non-negotiable and individual human rights and freedoms, actively stands up for them - and at the same time defends them decisively against anti-democratic ideologies, which threaten democracy, freedom, and open society as such and acutely endanger them through their totalitarian claim. Bassam Tibi's captivating analysis, in which he introduced the concept of a leading European culture in 1998, is finally made accessible here in a new and updated form, extended by an introduction comprising over one hundred pages, which embeds his warnings in the current context of migration and the refugee crisis. *** Angesichts der Herausforderung durch die Aufnahme von hunderttausenden Flüchtlingen aus dem islamischen Raum und den Umgang mit den aktuellen Migrationsbewegungen rückt das gestörte europäische Selbstverständnis, die europäische Identitätskrise, immer verstörender ins Bewusstsein. Welche Werte, welche Bürger-Identität, welche Identifikation bietet Europa Flüchtlingen an, die nicht nur ihr materielles und menschliches Elend bewältigen müssen, sondern die zugleich eine neo-absolutistische Weltanschauung vormoderner ethnisch-religiöser Prägung mit sich nach Europa bringen? Bassam Tibi diagnostiziert die Vorherrschaft eines Narrativs, das vor lauter Kultur- und Werterelativismus keine Unterscheidung zwischen Toleranz und Selbstverleugnung mehr kennt. Er stellt der mit absolutem Anspruch vorgetragenen Gesinnungsethik aktueller deutscher Politik eine Besinnung auf und ein Eintreten für das entgegen, was Europa zivilisatorisch ausmacht: Eine europäische Kultur, die auf Vernunft und Aufklärung fußt und daraus, mit ausdrücklich universellem Anspruch, unverhandelbare und individuelle Menschen- und Freiheitsrechte ableitet, für sie aktiv eintritt – und sie zugleich entschieden gegen antidemokratische Ideologien verteidigt, die durch ihren totalitären Anspruch Demokratie, Freiheit und die offene Gesellschaft als solche bedrohen und akut gefährden.Bassam Tibis bestechende Analyse, in der er 1998 den Begriff einer europäischen Leitkultur einführte und damit die Debatte um eine speziell deutsche Leitkultur – gegen die Tibi vehement eintritt – lostrat, wird hier endlich neu und aktualisiert zugänglich gemacht, erweitert um eine über hundert Seiten umfassende Einführung, die seine Warnungen in den aktuellen Kontext von Migration und Flüchtlingskrise einbettet.
