This book focuses on current policy discourse in Higher Education, with special reference to Europe. The debate about the Empire dealt in idealism and morality, and both sides employed the language of feeling, and frequently argued their case in dramatic terms. This book opposes two sides of the Empire, first, as it was presented to the public in Britain, and second, as it was experienced or imagined by its subjects abroad. British imperialism was nurtured by such upper middle-class institutions as the public schools, the wardrooms and officers' messes, and the conservative press. The attitudes of 1916 can best be recovered through a reconstruction of a poetics of popular imperialism. The case-study of Rhodesia demonstrates the almost instant application of myth and sign to a contemporary imperial crisis. Rudyard Kipling was acknowledged throughout the English-speaking world not only as a wonderful teller of stories but as the 'singer of Greater Britain', or, as 'the Laureate of Empire'. In the last two decades of the nineteenth century, the Empire gained a beachhead in the classroom, particularly in the coupling of geography and history. The Island Story underlined that stories of heroic soldiers and 'fights for the flag' were easier for teachers to present to children than lessons in morality, or abstractions about liberty and responsible government. The Education Act of 1870 had created a need for standard readers in schools; readers designed to teach boys and girls to be useful citizens. The Indian Mutiny was the supreme test of the imperial conscience, a measure of the morality of the 'master-nation'.

The key contribution of the book is to enhance our understanding of contemporary neoliberalism as it plays out in the public administration and to provide a critical analysis of generally overlooked aspects of administrative power. The book examines the quest for accountability, credibility and evidence in the public sector. It asks whether this quest may be understood in terms of neoliberal thinking and, if so, how? The book makes the argument that while current administrative reforms are informed by several distinct political rationalities, they evolve above all around a particular form of neoliberalism: constructivist neoliberalism. The book analyses the dangers of the kinds of administrative power seeking to invoke the self-steering capacities of society and administration itself.

In defence of councillors is an unashamed defence of local representative democracy and of those elected to serve as councillors from the often ill-informed, ill-judged and inaccurate criticism made by the media, government and public, of councillors' personal, political and professional roles. By using qualitative research from a number of related projects, the book examines the roles, functions and responsibilities of councillors and the expectations placed upon them by citizens, communities and government. It also examines the impact council membership has on other facets of the councillor's life. The book examines how councillors develop strategies to overcome the constraints and restrictions on their office so as to be able to govern their communities, balance their political and public life and democratise and hold to account a vast array of unelected bodies that spend public money and develop public policy without the electoral mandate and legitimacy held by our councillors.
Drawing in lessons from 400 years of Great-Power politics, this volume challenges both the "declinist" arguments and the overstretched hypothesis of Paul Kennedy to develop an alternative approach to the debate on the rise and fall of the Great Powers. The first half of the book compares the Spanish, Dutch and the First and Second British world orders. It identifies their common features in order to find the most salient causes for their rise as world powers, and the most probable reasons for their decline. The second half of the book addresses the American world order in the 20th century, from Pax Americana to the End of US Hegemony. The author sees the dissolution of the Soviet Union and the resurgence of the US as evidence of the role played by normative dimensions, commonly underestimated in International Relations analysis.
