        High School Dropout, Graduation, and Completion Rates

        Better Data, Better Measures, Better Decisions

        High school graduation and dropout rates have long been used as indicators of educational system productivity and effectiveness and of social and economic well being. While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice.

        Understanding Dropouts

        Statistics, Strategies, and High-Stakes Testing

        The role played by testing in the nation's public school system has been increasing steadily-and growing more complicated-for more than 20 years. The Committee on Educational Excellence and Testing Equity (CEETE) was formed to monitor the effects of education reform, particularly testing, on students at risk for academic failure because of poverty, lack of proficiency in English, disability, or membership in population subgroups that have been educationally disadvantaged. The committee recognizes the important potential benefits of standards-based reforms and of test results in revealing the impact of reform efforts on these students. The committee also recognizes the valuable role graduation tests can potentially play in making requirements concrete, in increasing the value of a diploma, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, that can hit disadvantaged students hardest. The committee was concerned that the recent proliferation of high school exit examinations could have the unintended effect of increasing dropout rates among students whose rates are already far higher than the average, and has taken a close look at what is known about influences on dropout behavior and at the available data on dropouts and school completion.

        Evaluation of Higher Education: an Overview from Latin America

        This work covers a view of higher education evaluation in three parts. In the first part econometric constructions are shown to relate: i) private tutoring to student performance; ii) dropout to financial returns; and iii) education mode to results in specific competencies. The second part includes two justifica- tions to differentiate evaluation of virtual education. The third part examines: i) the relationship between the strengthening of faculty and the improvement of higher education quality; and ii) regulatory and descriptive aspects of dual degree programs, dual program and joint program. The following results are highlighted: i) the weak relationship between tutoring and academic performance; ii) the differences of the financial effect of dropout among programs; iii) the impact of education mode on the development of competencies; iv) the need to include the role of teacher, curricular structures, and the relationship among participants as elements of the evaluation of virtual education; v) the need to revise the objectives of virtual education to align them with evaluation aspects of higher education; vi) the weak relationship between faculty improvement and improvements in other areas of higher education; and vii) the positive effect of dual degree programs for their internationalization.

        Among the most prominent of President Bush's "thousand points of light" are volunteers who work with our nation's students. The last several decades show considerable growth in the numbers of school volunteers, with increasing participation by people from the business community, retired citizens, and college students, in addition to the traditionally active mothers of school children. Yet, we must do more to ensure the success of volunteer programs in schools. It is not enough to assume that any volunteer effort will produce results, nor is it wise to use volunteers simply because they are "free." This new volume from the National Research Council provides the first overview ever compiled of volunteer activity in U.S. public schools--reporting on how volunteers are being used in schools, what factors make programs successful, what further research will enhance our ability to create good programs, and what directions our national policy should take. Included in this study of volunteers in public schools are the reports of the committee's site visits to 13 volunteer programs identified as "exemplary" from Boston Partners in Education to "Project Rescue" for dropout prevention in Corsicana, Texas. Each site report describes local economic conditions and their effects on education, the organization and size of the school system, and the volunteer program--with details on how each program functions and what results have been achieved.
