        Fire Management in the American West

        Forest Politics and the Rise of Megafires

        Most journalists and academics attribute the rise of wildfires in the western United States to the USDA Forest Service's successful fire-elimination policies of the twentieth century. However, in Fire Management in the American West, Mark Hudson argues that although a century of suppression did indeed increase the hazard of wildfire, the responsibility does not lie with the USFS alone. The roots are found in the Forest Service's relationships with other, more powerful elements of society -- the timber industry in particular. Drawing on correspondence both between and within the Forest Service and the major timber industry associations, newspaper articles, articles from industry outlets, and policy documents from the late 1800s through the present, Hudson shows how the US forest industry, under the constraint of profitability, pushed the USFS away from private industry regulation and toward fire exclusion, eventually changing national forest policy into little more than fire policy. More recently, the USFS has attempted to move beyond the policy of complete fire suppression. Interviews with public land managers in the Pacific Northwest shed light on the sources of the agency's struggles as it attempts to change the way we understand and relate to fire in the West. This book will be of great interest to environmentalists, sociologists, fire managers, scientists, and academics and students in environmental history and forestry.

        Practical Lessons from the Loma Prieta Earthquake

        The Loma Prieta earthquake struck the San Francisco area on October 17, 1989, causing 63 deaths and $10 billion worth of damage. This book reviews existing research on the Loma Prieta quake and draws from it practical lessons that could be applied to other earthquake-prone areas of the country. The volume contains seven keynote papers presented at a symposium on the earthquake and includes an overview written by the committee offering recommendations to improve seismic safety and earthquake awareness in parts of the country susceptible to earthquakes.

        Review of the U.S. Geological Survey's Volcano Hazards Program

        The United States has more than 65 active or potentially active volcanoes, more than those of all other countries except Indonesia and Japan. During the twentieth century, volcanic eruptions in Alaska, California, Hawaii, and Washington devastated thousands of square kilometers of land, caused substantial economic and societal disruption and, in some instances, loss of life. More than 50 U.S. volcanoes have erupted one or more times in the past 200 years. Recently, there have been major advances in our understanding of how volcanoes work. This is partly because of detailed studies of eruptions and partly because of advances in global communications, remote sensing, and interdisciplinary cooperation. The mission of the Volcano Hazards Program (VHP) is to "lessen the harmful impacts of volcanic activity by monitoring active and potentially active volcanoes, assessing their hazards, responding to volcanic crises, and conducting research on how volcanoes work." To provide a fresh perspective and guidance to the VHP about the future of the program, the Geologic and Water Resources Divisions of the United States Geological Survey (USGS) requested that the National Research Council conduct an independent and comprehensive review. Review of the U. S. Geological Survey's Volcano Hazards Program is organized around the three components of hazards mitigation. Chapter 2 deals with research and hazard assessment. Chapter 3 covers monitoring and Chapter 4 discusses crisis response and other forms of outreach conducted by the VHP. Chapter 5 describes various cross-cutting programmatic issues such as staffing levels, data formats, and partnerships. Chapter 6 offers a vision for the future of the Volcano Hazards Program, and Chapter 7 summarizes the conclusions and recommendations of the preceding chapters. Throughout the report, major conclusions are printed in italics and recommendations in bold type. The committee has written this report for several different audiences. The main audience is upper management within the USGS and the VHP. However, the committee believes that scientists within the VHP will also find the report valuable. The report is written in such a manner as to be useful to congressional staff as well.

        Risk Analysis and Uncertainty in Flood Damage Reduction Studies

        Reducing flood damage is a complex task that requires multidisciplinary understanding of the earth sciences and civil engineering. In addressing this task the U.S. Army Corps of Engineers employs its expertise in hydrology, hydraulics, and geotechnical and structural engineering. Dams, levees, and other river-training works must be sized to local conditions; geotechnical theories and applications help ensure that structures will safely withstand potential hydraulic and seismic forces; and economic considerations must be balanced to ensure that reductions in flood damages are proportionate with project costs and associated impacts on social, economic, and environmental values. A new National Research Council report, Risk Analysis and Uncertainty in Flood Damage Reduction Studies, reviews the Corps of Engineers' risk-based techniques in its flood damage reduction studies and makes recommendations for improving these techniques. Areas in which the Corps has made good progress are noted, and several steps that could improve the Corps' risk-based techniques in engineering and economics applications for flood damage reduction are identified. The report also includes recommendations for improving the federal levee certification program, for broadening the scope of flood damage reduction planning, and for improving communication of risk-based concepts.

        Partnerships for Reducing Landslide Risk

        Assessment of the National Landslide Hazards Mitigation Strategy

        Landslides occur in all geographic regions of the nation in response to a wide range of conditions and triggering processes that include storms, earthquakes, and human activities. Landslides in the United States result in an estimated average of 25 to 50 deaths annually and cost $1 to 3 billion per year. In addition to direct losses, landslides also cause significant environmental damage and societal disruption. Partnerships for Reducing Landslide Risk reviews the U.S. Geological Survey's (USGS)National Landslide Hazards Mitigation Strategy, which was created in response to a congressional directive for a national approach to reducing losses from landslides. Components of the strategy include basic research activities, improved public policy measures, and enhanced mitigation of landslides. This report commends the USGS for creating a national approach based on partnerships with federal, state, local, and non-governmental entities, and finds that the plan components are the essential elements of a national strategy. Partnerships for Reducing Landslide Risk recommends that the plan should promote the use of risk analysis techniques, and should play a vital role in evaluating methods, setting standards, and advancing procedures and guidelines for landslide hazard maps and assessments. This report suggests that substantially increased funding will be required to implement a national landslide mitigation program, and that as part of a 10-year program the funding mix should transition from research and guideline development to partnership-based implementation of loss reduction measures.

        Flash Flood Forecasting Over Complex Terrain

        The nation's network of more than 130 Next Generation Radars (NEXRADs) is used to detect wind and precipitation to help National Weather Service forecasters monitor and predict flash floods and other storms. This book assesses the performance of the Sulphur Mountain NEXRAD in Southern California, which has been scrutinized for its ability to detect precipitation in the atmosphere below 6000 feet. The book finds that the Sulphur Mountain NEXRAD provides crucial coverage of the lower atmosphere and is appropriately situated to assist the Los Angeles-Oxnard National Weather Service Forecast Office in successfully forecasting and warning of flash floods. The book concludes that, in general, NEXRAD technology is effective in mountainous terrain but can be improved.

        Public Health Risks of Disasters

        Communication, Infrastructure, and Preparedness -- Workshop Summary

        The National Research Council's Disasters Roundtable and the Institute of Medicine's Roundtable on Environmental Health Sciences, Research, and Medicine were established as mechanisms for bringing various stakeholders together to discuss timely issues in a neutral setting. The goal was not to resolve these issues, but to create an environment conducive to scientific debate. The members of the respective Roundtables comprise representatives from academia, industry, nongovernmental agencies, and government, whose perspectives range widely and represent the diverse viewpoints of researchers, federal officials, and public interest. This report is the summary of a workshop was convened by the two Roundtables as a contribution to the debate on the health risks of disasters and the related need to build capacity to deal with them. The meeting was strengthened by integrating perspectives from these two fields, so that the agenda represented information from both communities and provided an opportunity to look at some of the most pressing research and preparedness needs for health risks of disasters.

        Improving American River Flood Frequency Analyses

        Sacramento, California, has grown literally at the edge of the Sacramento and American Rivers and for 150 years has struggled to protect itself from periodic floods by employing structural and land management measures. Much of the population lives behind levees, and most of the city's downtown business and government area is vulnerable to flooding. A major flood in 1986 served as impetus for efforts by federal, state, and local entities to identify an acceptable and feasible set of measures to increase Sacramento's level of safety from American River floods. Numerous options were identified in 1991 by the U.S. Army Corps of Engineers (USACE) in a report known as the American River Watershed Investigation. Due to the controversial nature of many of the alternatives identified in that report, study participants were not able to reach consensus on any of the flood control options. In response, the Congress directed the USACE to reevaluate available flood control options and, at the same time, asked the USACE to engage the National Research Council (NRC) as an independent advisor on these difficult studies. In 1995 NRC's Committee on Flood Control Alternatives in the American River Basin issued Flood Risk Management and the American River Basin: An Evaluation. This report outlined an approach for improving the selection of a flood risk reduction strategy from the many available.

        Disaster Resilience

        A National Imperative

        No person or place is immune from disasters or disaster-related losses. Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience--the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.

        Launching a National Conversation on Disaster Resilience in America

        Workshop Summary

        With the increasing frequency of natural and human-induced disasters and the increasing magnitude of their consequences, a clear need exists for governments and communities to become more resilient. The National Research Council's 2012 report Disaster Resilience: A National Imperative addressed the importance of resilience, discussed different challenges and approaches for building resilience, and outlined steps for implementing resilience efforts in communities and within government. Launching a National Conversation on Disaster Resilience in America is a summary of a one-day event in November 2012 to formally launch a national conversation on resilience. Nationally-recognized experts in disaster resilience met to discuss developing a culture of resilience, implementing resilience, and understanding federal perspectives about resilience. This report includes a broad range of perspectives and experiences derived from many types of hazards and disasters in all parts of the country.

        Increasing National Resilience to Hazards and Disasters

        The Perspective from the Gulf Coast of Louisiana and Mississippi: Summary of a Workshop

        Natural disasters are having an increasing effect on the lives of people in the United States and throughout the world. Every decade, property damage caused by natural disasters and hazards doubles or triples in the United States. More than half of the U.S. population lives within 50 miles of a coast, and all Americans are at risk from such hazards as fires, earthquakes, floods, and wind. The year 2010 saw 950 natural catastrophes around the world--the second highest annual total ever--with overall losses estimated at $130 billion. The increasing impact of natural disasters and hazards points to increasing importance of resilience, the ability to prepare and plan for, absorb, recover from, or more successfully adapt to actual or potential adverse events, at the individual , local, state, national, and global levels. Assessing National Resilience to Hazards and Disasters reviews the effects of Hurricane Katrina and other natural and human-induced disasters on the Gulf Coast of Louisiana and Mississippi and to learn more about the resilience of those areas to future disasters. Topics explored in the workshop range from insurance, building codes, and critical infrastructure to private-sector issues, public health, nongovernmental organizations and governance. This workshop summary provides a rich foundation of information to help increase the nation's resilience through actionable recommendations and guidance on the best approaches to reduce adverse impacts from hazards and disasters.

        National Earthquake Resilience

        Research, Implementation, and Outreach

        The United States will certainly be subject to damaging earthquakes in the future. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions. Resilience encompasses both pre-disaster preparedness activities and post-disaster response. In combination, these will enhance the robustness of communities in all earthquake-vulnerable regions of our nation so that they can function adequately following damaging earthquakes. While National Earthquake Resilience is written primarily for the NEHRP, it also speaks to a broader audience of policy makers, earth scientists, and emergency managers.

        This book assesses the 50 regional seismic networks funded by various federal, state, and private sources that operate autonomously in the United States. Most have aging equipment and suffer from declining sources of operating funds. Yet, they provide valuable scientific data as well as information about seismicity and earthquakes around their locales. The volume describes the advent of the new National Seismic Network, operated by the U.S. Geological Survey. The National Seismic Network provides a unique opportunity to integrate the regional networks with the national network. This system will preserve the valuable work of the regional networks and enhance the capabilities of the national network.

        The New Year's Eve Flood on Oahu, Hawaii

        The flood that greeted the new year in 1988 brought home the uncomfortable realization that many suburban areas of eastern Oahu are at risk from sudden and, in some cases, unpredictable flooding. Torrential rains fell over the southeastern portion of the island on New Year's Eve, precipitating major flooding in several suburban neighborhoods and resulting in $34 million in damages. Neither the current meteorological capabilities nor the present flood control structures for the Oahu area proved adequate to predict or control the deluge. This book documents and analyzes the meteorological conditions leading to the torrential rains, the causes and patterns of flooding, the performance of flood control structures in affected areas, the extent of damages, and the effectiveness of the local emergency response and recovery actions. Conclusions and recommendations are drawn from the analyses.
