The analytical focus is concentrated on the educational financing policies implemented by the Ministry of Education and their effect on school performance, the articulation of the national State with the provinces through the Federal Council of Education, and the institutionalization of collective bargaining and professional training with teacher unionism. The central argument of this research is that, in the context of a decentralized educational system and a robust federal organization, where the locus of politics takes place in the provinces, the national State regained an enormous role and capacity for intervention in the area.
