A collaboration by the Pakistan pro- gram at the United States Institute of Peace (USIP), this brief is based on an evaluation of a program implemented by the Foundation for Integrated Development Action (FIDA), a USIP grantee in Pakistan. Hajera Pasha from FIDA undertook the evaluation and Sairah Yusuf provided important and appreci- ated editorial support. Jumaina Siddiqui serves as a program of cer and learning lead for the Pakistan program and coordinated the production of this Peace Brief.
