Author Biography
This report was written by Mona Yacoubian, a special adviser to the United States Institute of Peace’s Muslim World Initiative and author of two previous Special Reports examining reform efforts in the Arab world: Promoting Middle East Democracy: European Initiatives (www.usip.org/pubs/specialreports/sr127.html) and Promoting Middle East Democracy II: Arab Initiatives (www.usip.org/pubs/specialreports/sr136.html). The assessment was conducted in conjunction with a larger USAID-sponsored study titled “Political Opposition in the Arab World: Assessing Opportunities and Obstacles to Promoting Democracy.” The overall project is directed by Daniel Brumberg of the United States Institute of Peace.
